How can prove legitimacy for a program within my club?

I am the president of a club (rotaract) at my college. We are trying to start a community service based project in which we provide needy students, (particularly those who live away from home) with istance such as: Food, Clothing and help with certain bills etc etc.. I am now in the process of regulating the program. What are some parameters for establishing need as well as deciding who gets what first?, I don't want to be too invasive by asking how poor they might be, although I don't won't students taking advantage of our services..thanks y'all..
