Is my Air Force recruiter right?

He says that I can't get processed into MEPS until my driver's license is un-suspended. Is he right? The good news is that I'll get it back in Aug. He also said that since I have had a MIP for marijuana, he recommends that I do Pararescue because I could get into the Air Force faster and it's more guaranteed due to the fact that they need more people in the special forces. Is he right?
